The above are two different communications.
The second one isolates a bad decision by a team member to the particular case in point, vs the first one stamps the whole person as a bad actor.
The second communication also keeps the team member open to feedback without affecting their morale.
Of course the tonality, time and place matters as well. But even then, the first vs the second communication are miles apart.
